Modified food starch refers to starch which has been chemically or physically altered. According to the VRG, it is common to treat the starch with adipic acid which they claim may contain animal-derived oleic acid, however although there are some articles online suggesting transitioning to biomass-derived feedstock, it seems the majority (or all) of the current manufacturers use cyclohexane or other petroleum products.
