Commercially available fragrance may be vegan depending on the source and may be vegetarian depending on the source.
Fragrance is a vague term which is allowed by the FDA to not force a company to reveal "trade secrets". Although it is likely to be vegan and vegetarian, there doesn't appear to be any limitation on what ingredients may be used for a fragrance and so they may contain animal products.
